OPERATING PROCEDURES
FOR
DIVISION 4 KIWANIS COUNCIL
ARTICLE I:
NAME
This organization shall be known and operate as the
"DIVISION 4 KIWANIS COUNCIL" of the Missouri/Arkansas District of
Kiwanis International.
ARTICLE II:
PURPOSE
This council shall operate to promote the overall work
of Kiwanis among Division 4 clubs by exchanging ideas and programs, discussing
and acting on common concerns, promoting new interest in club activities
through youth services, sponsored youth and community service. The council may
be represented on the Metro Kansas City Kiwanis Council by the present and
immediate past Lt. Governor with the consent of the Council supporting its
activities for the betterment of Kiwanis in the
ARTICLE III:
MEMBERSHIP
Section 1. Membership of this council shall be composed of those
Kiwanis clubs located in the Division 4 area and all new clubs developed in
future years.
Section 2. Each club shall be represented by its current
president and current secretary or their designated representative and each
person shall have equal voting privileges. Each club shall be allowed two votes
on each matter to be decided by the council.
Section 3. Past Lt.
Governors presently holding club membership including the current Division 4
Lt. Governor shall be eligible to present their recommendations on any matter
but shall not have voting rights unless they are serving as a club
representative.
ARTICLE IV: MEETINGS
Section 1. The
regular monthly meeting date and location of the council shall be determined by
the current council members.
Section 2. Any
change of this regularly scheduled meeting must be requested by the current Lt.
Governor at least two weeks in advance with each club being notified by mail,
fax, email or telephone.
Section 3. Special
meetings of the council may be called at the request of the current Lt.
Governor.
Section 4. All officers and members of Division 4 clubs
are encouraged to attend and participate in Division council meetings and will
be given credit for attendance under the rules of inter‑clubbing of
Kiwanis International.
ARTICLE
V: OFFICERS
Section 1. The officers of
this council shall be the current Lt. Governor who shall preside at council
meetings and serve as chairperson. The Lt. Governor Elect shall serve as
Secretary‑Treasurer. Other officers may be selected such as Lt.
Governor Select who will serve as a future Lt. Governor.
Section 2. The chairperson
of the nominating committee each year shall be the immediate past Lt. Governor.
Section 3: The Council shall elect three additional members to
serve as committee members and shall announce the solicitation of candidates
for Lt. Governor Select at the February Division 4 Council meeting and in the
Lt. Governor's February newsletter.
Section 4. Before a
club nominates a candidate, the club shall first ensure their candidate is
qualified and willing to serve. Candidates shall be past club presidents, and
the nominating club shall do so with the approval of its board of directors.
Candidates should be knowledgeable and currently involved in Kiwanis activities
at the club, division, district and international levels. A club's nomination
letter including a written biography must be forwarded to the chairperson by
March 15. Such biographies will be reviewed by members of the nominating
committee with a selection made based on Kiwanis experience and interest
Section 5. The nominating
committee shall present their recommendations for Lt. Governor Select at the
Division 4 Council meeting in April each year.
Section 6. Two‑thirds
of the Division 4 clubs with voting members present shall constitute a quorum
at the election meeting. The current Lt. Governor, past Lt. Governors and
Governors in attendance at this meeting shall have the privilege of the Door
without the right to vote. However, in the event of a tie vote, the current Lt.
Governor shall have the responsibility to break such tie vote. A written ballot
shall be required whenever two or more candidates are nominated.
Section 7. Should the
position of current Lt. Governor be vacated, the Secretary/ Treasurer shall
assume the chairperson position.
ARTICLE VI. GENERAL GUIDELINES
Section 1. A Council quorum for regular monthly and special
meetings shall consist of a majority of the Division 4 clubs represented at the
Council meeting.
Section 2. Special
committees as needed by the council shall be appointed by the chairperson.
Section 3. The minutes of each monthly council meeting shall be
prepared by the Secretary‑Treasurer and presented at the following
monthly council meeting for approval.
He/she shall keep financial records reporting monthly to the council
with the previous meeting's written treasurer's report.
Section 4.
Amendments to these guidelines may be made by having the changes in motion form
at one council meeting, and their publication to each member during the month
and the vote being taken at the following meeting. A vote of a majority of the club
representatives at this council meeting shall be necessary to amend.
Section 5. Roberts Rules
of Order shall be the official rules of parliamentary law. A parliamentarian
shall be appointed at all monthly and special meetings by the chairperson.
ARTICLE VII. FUNDING
Section 1. Each member
club shall be requested to assist in the funding of the council's annual
expenses, such as postage, letterhead/envelopes, council directory, visiting
governor and such other division expenses determined by the Lt. Governor. The
Lt. Governor will prepare a proposed budget for the year and submit it to the
Council at the October council meeting. Any deficiencies or additions occurring
during the year shall be given further consideration by the Council.
Section 2. Such funding
assistance shall be based on each club's total membership as of each October 1.
Club support shall be based upon the approved budget and pro‑rated to
each member club. Such financial support shall be submitted to the council's
Secretary/Treasurer on or before December 1.
Section 3. The depository
of all club funds shall be determined by the incoming Lt. Governor and the Secretary/Treasurer.
Both officers shall be authorized signatures on the bank account signature
card. The signature on all council checks under $200 can be signed by either
officer with all other checks requiring both signatures.
ARTICLE VIII. APPROVAL
Section 1. These guidelines
shall become effective with two‑thirds of the council members present and
voting positive at any regular meeting of the council.
